CPTED Consultant:
Expert Advice for Safe, Compliant, and Well-Designed Developments

Why Engage a CPTED Consultant?

Crime Prevention Through Environmental Design (CPTED) is critical to creating safe and functional spaces. However, CPTED advice must go beyond high-level concepts - it needs to integrate seamlessly with the design and planning process. This is why engaging a CPTED consultant with both design expertise and formal training is essential.

Many CPTED reports fail to provide practical, actionable solutions. While professionals with a security or town planning background may offer CPTED insights, they often lack the architectural and urban design knowledge required to modify a design in a way that meets both CPTED principles and all other planning and legislative requirements.

At The Design Partnership, we don't just identify issues - we work directly with your architects and landscape architects to develop solutions that enhance safety while enabling compliance with all relevant design and planning constraints.

Kristy Cianci: An Experienced CPTED Consultant

Kristy Cianci is a highly qualified CPTED consultant, architect, and urban designer with extensive experience in urban planning, development applications, and risk assessment.

Her qualifications and experience include:

  • NSW Police CPTED Training: Kristy trained with the NSW Police and completed the Safer by Design course, a requirement for most councils when preparing CPTED reports.

  • Expert Witness for the Land and Environment Court: She provides CPTED advice in legal matters, demonstrating a high level of expertise in crime risk assessment.

  • Urban Design Review Panels: Kristy serves on three Urban Design Review Panels for local government, where she provides CPTED expert advice alongside urban design and architectural input.

  • Extensive Design Experience: As a registered architect and urban designer, Kristy has worked across a wide range of building and place typologies - allowing Kristy to tailor her CPTED strategies to diverse project typologies. These projects range from retail environments, such as her role as a CPTED consultant to Woolworths, advice for complex mixed-use residential developments, and pharmaceutical laboratories in university settings.

What Your CPTED Consultant Will Do

A CPTED consultant provides a structured, evidence-based approach to crime prevention through environmental design, ensuring your development is both safe and functional.

1. Site and Locality Analysis

Your CPTED consultant will analyse the local area, the site's context, and local crime trends. This analysis will also consider crime trends for your building typology. This analysis will consider how these factors could influence the proposed development.

2. Crime Risk Assessment

A detailed crime risk assessment will identify possible vulnerabilities and risks specific to the development, its neighbours, and the surrounding context.

3. Design Team Collaboration

Unlike generic CPTED reports, our approach involves working directly with your architects and landscape architects to develop real, practical solutions. CPTED is not black and white but must be adapted to fit the broader design, planning, and legislative constraints.

4. Design and Management Solutions

The consultant will identify any necessary physical design changes as well as operational and management strategies (e.g., security policies, lighting schedules, or tenancy management). These will be documented for inclusion in the Plan of Management.

5. CPTED Report for Development Applications

The findings and recommendations are compiled into a CPTED report, which forms a key part of the development application (DA) submitted to council. This ensures that CPTED principles are formally integrated into the development approval process.

Why CPTED Advice Matters for Your Development Consent

Engaging a CPTED consultant early in the process ensures your project meets development approval requirements while enhancing the safety, functionality, and long-term management of the space. Councils increasingly require CPTED assessments as part of development applications, and having a qualified consultant trained by NSW Police provides credibility and compliance assurance.

At The Design Partnership, we ensure CPTED is not just a checklist item but an integral part of the design process - delivering safer, more resilient places that work for both users and developers.
