Plans of Management

“A Plan of Management isn’t paperwork —

it’s the bridge between design and daily safety.”

A Plan of Management (POM) is a practical document that explains how a building, park, or public space will be operated and maintained over its life. It sets out:

  • Who is responsible for each part of a space

  • How often maintenance, cleaning, and servicing take place

  • What protocols apply for safety, surveillance, and after-hours access

  • Special considerations such as waste removal, deliveries, or seasonal opening times

 

In short, a POM makes sure that the effort invested in design translates into safe, well-managed daily operations.

Why Plans of Management Matter

A Plan of Management is more than a document. It’s a practical tool that connects the way a place is designed with the way it is managed day-to-day. Without one, responsibility becomes blurred, maintenance is inconsistent, and safety risks can quickly escalate.

By clarifying these responsibilities early, Plans of Management help prevent conflict, close gaps in maintenance, and reduce risks to staff, visitors, and the wider community.

Our Role in Preparing Plans of Management

As an architect, urban designer, and CPTED consultant, I bring a design-centred approach to developing Plans of Management. This means I don’t just write the plan — my role is to align it with how spaces are designed and used.

POMs are prepared for:

  • New developments (shopping centres, mixed-use buildings, hotels, pubs, and public spaces)

  • Existing facilities (parks, town centres, and community buildings where responsibilities are unclear)

 

Plans of Management are developed in collaboration with:

  • Planners and project managers

  • Architects and landscape architects

  • Facility managers and Council teams

  • Security and operations staff

 

At a minimum, every plan I prepare is reviewed through a CPTED lens — ensuring safety, crime prevention, and ease of management are built into the process.
